3g's is a lil much. If they guy isin't moving many cars, like most used car dealers these days, then you can probably make him a reasonable offer, and he'll take it. Looks like a damn good fixer upper. Keep in mind too, if the car carries a salvage title, if you go to resell it, then it will lower the value of the car. Good luck.
it's a body shop, not a dealership. i know what you're saying about the title, but i don't plan on getting rid of it.
