The 148hp and 150hp F23 were the same engine.

However, the 148hp model had a more restrictive exhaust manifold that allowed it to hold in more heat and thus causing the exhaust to be hotter which aided emissions.

Else they are the same car, installing a header on each car brings them to the same hp level. It's doubtful anyone ever could notice a 2hp difference in the first place.
