umm.. not exactly. determination of combatants falls under the hague convention of 1907 and is only briefly touched on again in the geneva convention under the treatment of POW's. individuals that are not wearing a uniform etc... are considered unlawful enemy combatants and are subject to combat
Well my wife and her squad leader both told me they are not allowed to shoot people in civilian clothes with weapons until they are fired upon first so...
