Default Need help setting up my FTP server + router

I'm using a Belkin 4-Port Cable/DSL Gateway Router w/built in firewall

So anyway, I've setup the virtual server on the router, feeding all port 21 (FTP) requests to my internal IP

I've tried using my external ip

and I've tried my WAN IP, and my internal IP... obviously I can access my FTP using my internal IP from inside the network, but I want to be able to setup a working FTP.

everytime I try to connect, I get a connection refused error.

I've disabled my software firewall, the WinXP firewall is never enabled ( I double check to make sure it was disabled) and I've tried disabling the hardware firewall... nothing works.

wtf do I do?

PS: Using bulletproof FTP server
