Default Need 2 find a hot wire

I am just at my wits end about this. I am not a stupid person
but this really has me baffled. My daughter has a 2002 Civic EX and got a lighted neon
license plate frame that she wants me to install. Everything has gone well up
to the point of getting power to the darn thing. My first thought was to tap
into the normal license plate lights. I found that there was a black wire and a
yellow/red wire. I tapped the neon's hot wires, from the transformer, to the
yellow/red wire and the ground wire from the neon to the black. Assuming that the
black was a ground for the stock bulb. Of course the neon didn't work. So I
considered that black wasn't a ground, and reversed the wires. Again, nothing.
Would you be able to tell me where I can find a decent spot to get power for this
thing? Would I need to find another place to ground this thing?

Any assistance you can provide would be greatly appreciated. She is actually
starting to get on my nerves about this thing. I am about ready to just give
her the $20 so I can chuck the frame in the trash. Thank you in advance for your
help.
