The price of converting the f23 to obdI is free, cause all you have to do is cut the harness off the bottom of the block.

Everything bolts up, you have to use the f22 altenator bracket, your ecu will be fine, everything is plug and play, the f22 mani fits to the f23, the f22 header fits the f23. I am finishing mine up here soon, just need to replace my clutch line, and my 5spd and swap will be done.
