4500 wouldn't be enough for a B16a and a vortech kit. It also would be cutting it pretty close for a B18c and a *decent* turbo kit. B18c + turbo is the better bang/buck. The B16a + vortech would be OK in the 1/4, but would be more of a hassle on a daily basis, plus a little harder to install.
