For whatever reason I was looking at the Mazda Japan site and it apears that the RS Coupe will indeed be available trimmed similarly to a regular Miata without all the extra doodads.

Dunno if it's going to be sold outside of Japan but basically the deal is that there are going to be four trims: Base, Type-S, Type-A and Type-E.

The yellow car posted by 98coupeV6 is the Type-A. The Type-E looks like the concept version except it has production Miata wheels. It comes only as an automatic. The base and Type-S are trimmed like a regular Miata. The base model has a Japan-only 1.6 liter engine and 5-speed gearbox, the Type-S has the 1.8 6-speed. This is the Type-S:

After a little further inspection of the site (and clever use of babelfish) I have figured out that total production of the car is going to be less than 1000 units. Which is to say, we ain't gettin any.
