It doesn't just look at rpm. VTEC is one of the most stubborn systems because if its getting any wierd readings from just about any sensors, VTEC wont engage. I take it you've never done a swap?
if the engine revs below the vtec engage point.. yes it will disengage and re-engage when in gear and above the engage point...
