if they were talking about the steering wheel tie rods. they do your toe in and out.
you can take the tie rods off easily. there is a bolt right behind the tie rod that you'd tighten up to set it, and loosen it back, to screw the tie rod further in or out.
new tie rod ends ran me like $20 a side, and i put 'em on before i did my manual rack swap.
you can swap 'em easily at home, but you'll need an alignment asap.
