The gains from an ebay header vs a DC header would probably be comparable given our small engines. I'd be worried about the quality though. And you can get a Kamikaze header for around $250.
A kid in my class who used to have this drag Turbo CRX (before it got stolen) said that DC is a waste of money and doesn't give you any more gains than anything else. He said that Kamikaze is actually a good header, and came out on top in some header test in some magazine.
As for chrome (or stainless steel I think you mean) vs. ceramic I would go ceramic for 2 reasons. Its cheaper and it resists heat better.
