the H22 is the engine found in the prelude, and is able to be swapped into the accord. its got about 200-220hp depending on if you get the US version or Japan engine. Because of the emission controls on your car, its easier to do a swap than it is on my 6th gen accord. as for the governor, I don't know much about that on your car.
as for engines I only know the stock engines on the accords for the 5th and 6th gens. the 5th gens have F22, and the 6th gens have the F23(only 150hp)
