My understanding of the payment rate is that the inital registration is based on the price paid for the vehicle, and as the vehicle gets older, and therefore depreciates, so too does the annual Vehicle License Fee ( aka "Registration") So, the fee for a 98 Civic EX ought to compare fairly well.
www.dmv.ca.gov - Check their website out. I bet it'll break things down better than I can.
