my friends stepdad is a cop.. he's done stuff like that before... he used to get racers on a local highway... he'd pull over one guy... pull up next to him.. say " i got your plate dont even think of going anywhere " and go after the 2nd guy... i say 3 is pushing it though... 
that guy pulls people over off duty??
He needs to get a hobby or something....leave the job at the door when you leave work. Granted, if I walked up on someone getting mugged/raped/etc, I'd step in and do something about it...but pulling cars over? I see 100 cars I could pull over on my ride home from work each day, but I would never consider pulling one over...I just want to go home. Thats the first time I've ever hear someone doing that...its crazy.
