For street use, at least a smaller front sway should be used. If only a larger rear is used then you could create a snap oversteer situation which is almost impossible to recover from even for a pro driver. Do you want that to happen on the street? NO, not really.

For high speed cornering you will want a front sway, for slalom/autocross you may not want a front sway. Its all a personal pref. that must be figured out by the driver. Some people like oversteer while others like understeer(why?) some people like it neutral. I prefer oversteer in a FWD any day, because ALL FWD have mad understeer to start with.
