Actually, they did some minor changes to the airbags for '96, concurrent with the updates to the Civic. 94-95 aibags were not self-shorting (you had to put a plug into the airbag module to keep it from accidentally going off), and in 96 they changed the airbag connector to a self-shorting kind. While the airbag itself is physically the same size and will directly drop in, the plugs won't line up. You'll have to splice some wires in order for it to work.

I installed a 2001 ITR steering wheel into my '94. I cut the plug off of my old airbag and spliced it onto the new airbag module using electrical tape. I hadn't planned on doing this, and I don't really like jerry-rigging something like this, but my SRS light doesn't come on so I'm hoping it works.

BTW, this is only for the steering wheel SRS. I don't know anything about the passenger side.
