Since i've been getting my parts there for a long time now, i don't think he intentionally tried to screw me over though.

What effect would a tiebar have on the car's handling and such?

Could i just attach it to one of the holes where the swaybar should be attached or am i right about having the dettach the lower control arms first?
Sway bars and tie bars are 2 completely different things. Lower tie is simple to install.

Sway bars are for suspension - basically reduce the suspension movement during cornering.

Tie bars are for the chasis - they provide bracing & do not expect to reduce body roll.
Rear lower tie & rear sway should be used together, front/rear uppers wont hurt to add. Dont bother upgrading the front sway unless you reduce the size. Larger fronts will increase understeer which your try to get rid of with the rear sway.

You do not need an alignement after any tie-bar or sway bar if installed correclty. Pretty hard to mess up.

The bars really wont function much without a good suspension set-up & tires.
