I hate those bolts, they don't seize in the threads that often, most likely it's rusted inside the metal bushing on the LCA and probably will not come off. With my '98 EX, I had to break the bolt, cut the strut off and use a drill press to get the old bolt out. I picked up a new bolt from a local dealership for less than $4 I think. Head to parts store and buy a tube of antiseize and rub it along the shaft of the bolt (the part that lays in the sleeve) before sliding it in and torquing it down and you won't have this problem again.
