I have a 4th gen Accord and in the back is three twist-out bulbs. Each one has a blue rubber cap on it and are easily removable. Go to your local handy-dandy tuner shop and get the rubber caps for the wedge bulbs. They come in many colors. Put the red or orange ones where the blue ones were and reinstall your instrument cluster. It looks just like BMW lighting.

As far as your AC panel, good luck. I have a spare AC panel and I just took it apart to see whats in it. It has two small bulbs that twist out of the back. These will have to be done with a red or orange Sharpie. The problem is this: on the back of each button is a blue transparent piece that makes each button appear blue when the lights are on. There is also a small bulb for each button (possibly an LED) that is attached to a circuit board. These light light up to which corresponding button is pressed. If you're dying for red AC panels, have fun tearing apart your dash. If you can live with blue, leave it alone and be happy.
