YES THEY MEAN THOSE FRAMES NOT COVERS..ANY FRAM the ones the dealers put on FOR YOU to promot advertising...i understand y the tinted covers would be illigal. but they are talking bout the dinky fram that all i like it for it to keep my plate from scratching my paint.
