Just to clarify, pretty much any frame, and cover is illegal. The frames are going to be illegal, cause it usually covers the state name at the top of the liscense plate. Photocameras didn't pass here in Dallas, not sure about other cities, but some parts of Dallas found a way to use the cameras, just you can only get a ticket for being in a intersection during a red light.
