The reason for the charge is for the labor of taking off the radio for you but if you take the radio off yourself then the code is free. Taking the radio off is pretty easy.

When I got my Civic used. I took out the stock and went to the dealer to ask for the code. He researched it for two days and he said that my radio didn't need a code. Oh well. I have my Kenwood!
I'm keeping the stock just in case.
