Seriously though... What youre asking is impossible. The only way you could run 12s would be with a swap and turbo. Or at least a heavily boosted sohc. Turbo cars suck for autocross. an H series is a waste--too heavy.
really the only setup I could think of would be a THOROUGHLY built and over-bored B18C with a centerfugal S/C like the procharger (probably not the vortech--sloshing water = bad), and a limited slip (of course). But then youre talking around $9K just for the powerplant. If it IS possible, which I doubt, then I can't see it being worth the $$$.
Autocross classing isn't really a concern, because anything you could do to get a civic into the 12s would put you in Street Mod. Any swap, any F/I, any internal modifications... whatever.
