It's a good idea to try penetrating oil on it but if that doesn't work.
Sounds to me like you have to make friends with a blow torch and heat that nut up. Then try your visegrip trick on the broken bolt.
Up here in canada they put so much salt on the roads in the winter that we practically have to do this to every bolt that's exposed on the underside of the car.
