Basically, what you are asking is "Can I get more torque without doing anything that would give me more torque?," so the answer is no.
The only proven way to noticably increase low end torque is to rework the engine to have a higher displacement. This means boring and/or stroking and a lot of cash.
Most basic mods done to small displacement engines increase the top end torque. That doesn't really help what you are looking for, sorry.
