it is a run on. You should have said having the CEL on for an O2 sensor problem, it will not prevent Vtec from engaging
first of all, it's a MIL. malfunction indicator lamp. people call it a check engine light here sometimes, but it's technically a MIL.

second, my grammer is correct. yours is not. "having the CEL on for an o2 sensor" is not a complete sentence. when using commas to seperate thoughts in the same sentence, the seperate parts of the sentence should make sense on their own.

third, even if my grammer WAS wrong, having an extra comma and the word "it" added should not be necessary for you to figure out that i answered your question at least twice in my responses prior to you asking again.

but whatever.
