Intake runners reinforce the flow by reflecting sound waves off the entrance from the plenum. Longer runners for lower rpm, shorter runners for high rpm. You can imagine what it'd cost to make runners that work like trombone slides...

Leaving the long ones open at high rpm doesn't hurt, but leaving the short ones open at low rpm messes it all up.
