Both strut bars and sway bars have specific torque requirements, but I doubt it's as important as wheels, brake, motor, etc specs.

I think sways are like 27lbs or something like that on my 99. Sorry I can't say for sure, but either way I didn't torque them either because I was just using an open end wrench, cause you have to hold the bolt with the allen wrench, and I used an open end wrench, so I dunno how you would torque that.
