First off, what exactly do you mean by "constant boost?" (quotations used loosely) How long exactly is the race? Do me a favor and stop watching The Fags and the Frutiest. Let's say you have two stock Integra GSR's. One dude spent $3500 on a GReddy turbo kit. The other spent $550 on a 120-shot direct port kit. The turbo GSR will have around 230 hp, maybe 240 with bolt-ons and running 5.5 psi of boost. The juiced GSR will have around 290, maybe even 300 with bolt-ons. Both of these cars of course are tuned with your humdrum, everyday fuel and ignition upgrades.

Who do you think will win? The turbo, because of it's "constant boost?" Oh yeah I forgot. You probably don't know that you can squeeze up until 5th gear.
