I stripped out one of those plastic washer/hub cap lugs from my '98 and drove around for about 4 months on 3. I torqued the rest tight with a torque wrench to 80 ft/lbs and never had a problem. I kept trying to find one of those nuts somewhere and finally stopped at the Honda garage for something else and bought one for like $3 (I though they'd charge like $20).
I think Honda's actually ride on the little ridge on the rotor/drum rather than actually putting the stress on the lugs. All they do is keep the wheel tight against the car, the weight is actually carried on that lip.
