As far as getting it smogged, it isn't a problem so long as you can prove that the engine you put in is functionally identical to the engine you removed. You couldn't smog an OBD=II car with an OBD-I engine. You could however smog an OBD-I car with an OBD-II engine because its newer. Regardless though, never admit to a full engine swap. There's lots more rules concerning that, than if say... you just swapped the block, because yours was cracked right? Obviously though if you put an H22 into a Civic or Integra though, it wouldn't matter... they'd consider it a full engine swap.

Best thing to do is check out the rules in your area. I know most states have pretty easy to find regulations.
