A stutter box will allow you to build boost because the throttle plate will be wide open instead of partially open, and enough airflow will make it through the head to push the turbine. It really works like that. Load creates exhaust gas volume. You're not creating enough exhaust sitting still to spool it unless you're at WOT, and you still won't be able to build enough boost to crack the wastegate open, either. Maybe just a few PSI.
I'm not busting your chops, just making sure people don't think their turbo is broken based on this thread. You have other valid points.
You'e right, to reach full boost, you need a load, but a turbo is capable of boosting without a load. I'm sorry if I implied that you don't need a load to reach full boost.
