SWITERS defines injury as even a complaint of pain or someone who requests to be listed as injured. A felony hit and run gives the police more power and time to bring this scum bag to justice. It only becomes fraudulent if he decides to milk the insurance company for $$ alot of people in traffic wrecks wished to be listed as injured and never file a claim for damages.
