HELP! Rebuilding recovered gsr: steering lock don't work. ignition won't mount right

Default HELP! Rebuilding recovered gsr: steering lock don't work. ignition won't mount right

Alrite,
I bought it as a salvaged theft recovery. The theives broke off the ignition from the steering column and then took apart the ignition cylinder to start the car.
Problem is... when they broke the ignition apart from the steering column, they warped the metal sheath that surrounds the axle from the steering wheel, so now i can't mount it in such a way that the steering lock engages when i remove the key.

I'm getting the state salvage rebuild inpection soon, and don't know whether it will pass if you can move the wheels w/ no key in.

Also, if anyone has experienced this before, tell me what you did to fix it
I'm thinking if i take the metal cover to a machine shop or something, they can possibly warp it back into place?
