Looks like a cam cap bolt. Gotta drill out the bolt and retap it if the threads are damaged. Be very careful when tightening these bolts, do not go over the recommended torque limit.

Its the far right exhuast cam cap. The bottom right smaller bolt. Do I really need it??? The bolt next to it holds it down flush. I really don't have the time and resources for this.

I would try a reverse drill bit and then a bolt extractor. If it broke because you over tightened it, it will probably come out fairly easy.
