Although here's the thing. The Protege is being replaced by the Mazda3 very shortly.
I would guess that production on the Mazdaspeed has ended or is ending very soon. They came out with a "2003.5" version with updated fascias, a different wing, gunmetal finish on the wheels and a couple new colors--like 7 months after the 2003 was available. Maybe because they wanted to get some improvements done and knew there wasn't going to be a 2004?
Sales on the Mazdaspeed haven't been that great. So you should probably be able to get a deal on one until the dealers run out of supply.

Go with the Mazda. MeFatBooty is right, the sales haven't been stellar, although its a fine car. I just don't think everyone sees how much Mazda has changed in the past 3-5 years. My brother almost bought one a few months back (he's not happy with the Si any more) and got an offer of $19k - which isn't shabby. I don't think there will be a MS3 so soon, so if you're looking for a good sport compact from Mazda I'd act quick.
Protege are fun to drive. I had one for a while, but it really lacked of power and started to fall apart and shack at high speed.
21 grand is a little bit too much IMO.
My most recent purchase was a 98 GS-R w/ leather seats.
It's even more fun to drive than the protege, and sporty.
I got it for 8500 only, and I know it won't let me down.
Look around, there are so much great deals you can have on used cars. But if you really want to get a new car, check www.edmunds.com for the TMV.
