Important to remember the harness bar is not a mounting point it is only a guide to keep the shoulder harness at the proper angle relative to the floor. If the harness is mounted only to the bar you run the risk of tearing the bar loose in a collision. The belts should be mounted to the frame with reinforcement brackets.
By the way I'm pretty sure scca requires the harness to be mounted to the frame if it is to be used in compotetion i.e. auto-x and will not allow a harness bar mounted harness to pass tech inspection
