hotmail loads super slow for me as well. T3 at work so it's usually very fast.

Turn on the speakers?

Make sure you're not on Mute.

Are the drivers loaded properly? Is the sound card listed in device manager? When you click on Sounds and Multimedia within control panel and you highlight a command that uses a sound such as Asterisk, does the play button turn black or remain grayed out?

Do you have on-board sound as well as a sound card? If so, make sure you are plugged into the sound car(green hole) and not the on-board sound. If that doesn't work, try plugging into the on-board to see what happens. If that's doesn't work, call tech support.
