is it safe to delete files in the windows\temp folder?
for some reason mine is over 40 gb

yes.

I'm guessing that you must have done some massive installing. Sometimes installation files are left in there and never wiped at the end of the process.

Same goes with zipping and un-rar'ing files ... they need to be held somewhere during the unpack process.

disk cleanup usually gives you stuff you can clean up besides that also if you're short on space.
