Cops around here would give you a fix it ticket for the lights out. Than you would need an authorized inspection place to "fix it" for you and sign off on it. Someone would catch onto you eventually.

FREE LEGAL ADVICE:
If you do this and get caught, you are going to be in some serious shit. You're legal fees to defend you and try to keep you out of jail are going to be waaaaay more than the stupid speeding ticket would cost you.
MORE FREE LEGAL ADVICE:
If you receive a ticket for going 4 over the speed limit, you can argue against the accuracy of your own speedometer. Very few speedometers are +/- 5 accurate at speeds of 70 mph. That's why most highway patrol let you slide a few mphs.
