Is this grounds for racial prejudice?
A friend of mine got admitted into the Masters program here with a paid ride even though his GPA is far lower than the minimum of 3.0 (he has a 2.79 and I have a 3.33), his GPA writing score was a 2 (mine was a 4) and they look at writing, his math score was a 800 (mine was a 660... yes his was more). They told me I WILL not be admitted unless I meet the GRE math requirement even though the admissions site says you can be deficient in one area and still get provisional admission. He is white and I am not... the graduate coordinator has been rumored to have racial preferences.
Should I suck it up and retake the GREs even though I suck at standardized tests and pay the $115 or talk to some higher up officials.

I think you're reaching for the Race Card based on Heresay about the instructor.
You should, without race, challenge the course and specify that due to your lack of mathematics you do not think that should fail you; because of the requirements set forth by the guidelines (and show those). You know, the one's that say you can be deficient in one area and not another.
If that doesn't work, chalk it up as they think being that low on Mathematics is a serious issue to not get a scholarship, and walk away.

If I was bad in math I wouldn't be working as a tutor teaching junior and senior level math classes that I have never taken. I have a natural talent in math and its just that this admissions guy hates me. He blew me off saying that the department doesn't even look at people who don't meet the requirements, next day my friend goes in and gets accepted with a full scholarship.

GRE english - 2 (well below the minimum)

GPA - 3.33
GRE math - 660
GRE english - 4
It says you can be deficient in one and still be admitted, I am but he was deficient in two and got admitted with a scholarship. Hmm seems rather fishy don't it.

i think you are jumping to the wront conclusion. fact is you don't know all the facts.
you are comparing 3 factors and they may not be all the factors that were considered.
