Messed around with the digi *56k death*
To get the stretched lights... you just change the ISO speed. Thats how fast the camera takes the picture, or how long the shutter is open for. Im sure there is a more technical definition, but im new to the camera effect stuff also. Those are good pics though.

ISO is the sensativity of the CCD (film). higher the ISO, the more sensative it is to light. also having a higher ISO will cause more noise than having a lower ISO.
the explaination you have for ISO, is an explaination for the shutter speed, like andy said.

Thanks for the props 
The borders were done by just ctrl+left click on the image layer and than doing Edit > Stroke with a 10px black stroke. Than I did the same thing again but did a 5px white stroke. The strokes are on their own layer. Hope that made sense :happysad:
Camera is a Sony-F707 with a Sony 28mm wide angle converter. I will get the high res pics up in a few minutes. The light streaks were I think a 8 second exposure
