As a former owner of a Vigor, I can tell you it probably would but it would require a lot of modification. Those headlamps are LONG. They differ from the Legend's by the way.
I see you found the JDM version of the headlamps too. You might want to try a conversion front end (fenders, bumper and hood), that would probably work.

MAYBE if you did an entire front end conversion, but I know for a fact that the Vigor was its OWN car, not even related to an accord or a legend (other than manufacturer). I honestly don't see it working. (I know for the vigor to use the JDM lights you have to use the JDM Grill) Personally I wouldn't even try, I came VERY close to buying my brothers Vigor and did alot of research on the car...as far as performance, parts, mods ect...and there was nothing compatible with it...ONLY vigor parts (which are few and far between). If u want to try go for it, but i don't see it being very easy for you, if it works at all. Also...about the front end conversion.....you would have to customize a hood, the vigor hood WILL be too long (transversely mounted inline 5) and MIGHT be too wide.

my mom drive a 94 vigor and that thing is nothing like an accord...thing handles sooo good and no body roll and it's inline 5 cyl. is pretty peppy (170hp/17?tq)...and it is long, but seems smaller than my 6th gen sedan...looks like a skyline or something made by nissan when it is coming toward you.
