used to aim yur headlights. i looked in the yellow pages and found shops that specialize in aiming headlights. somehow related i think. :squint:

they are there for protection against shopping carts and other objects. If something hits your headlights, it will hitt he "nipples" and they will break absorbing the shock instead of the headlight shattering.

you need a specialized machine which specific shops have. It might be a late 80's-90's thing...b/c i dont see much of those on the newer cars.
new cars have a level built into them...whereas ours do not. (ex: the integra lamps)
