In extensive dyno tests, the Iceman on a D16Z6 Civic made better hp/tq with no losses compared to the AEM on the same Civic.

Dyno: AEBS Dynojet 248C
Cars: 1994 Civic EX, 1995 Civic Si
Engine16Z6, 5sp tranny.

Most people here will say injen, but AEM is good too, and so are ebay pipes with K&N filters.... that's your cheapest route.

for what you're going to get/feel out of a CAI, its not worth spending a ton of money on it...just get one of the cheap ebay ones and throw a K&N on it like LilWhiteCoupe said. You probably wouldn't even be able to tell the difference between that or an expensive one if you drove the car with both of them on there.
