95 VTEC In 1995 they introduced trunk release, power locks, low fuel light. Last year for aux lights. No aux lights in 96/97 models. 1995 Honda made ABS and AC standard for 95 VTEC's. They were an option in 94. The 94/95 VTEC's had the b16a3 with an OBD1 computer and redlined at 8250. The 96/97 VTEC's had the b16a2 (same as the 99/00 civic si) with an OBD2 computer and redline at 8000. Other than that they are the same compression, hp, torque. A 97 VTEC would be good purchase too since there were only 750 of them made in 1997, but are very hard to find.

If you're looking for a vtec sol, I would suggest going with the 95 dohc vtec because it's obd1 and you would probably gain a little bit more hp when you add mods to it....

To be honest on the insurance question, it just depend on what company you go with and what coverage you want...I guess you can expect to pay anywhere from $200-$600 for liability and $500-$1200 for full coverage for 6 months....That's just rough estimate that I came up with by using what my friends are paying..Personally, i'm only paying $160 for six months on liability....I guess i can't complain..
