Default 1990 Accord idles low dies when its cold

I have a 1990 Accord, Since I have had itI have had to let it warm up when its cold. I usually have to let it get to at least 1000 rpm's before I can drive or it just dies. Now it is getting to where it doesn't even want to start when its cold. The idle on it jumps up and down. i put a new fuel filter in but doesn't really help. Is there a sensor or something that could be bad?

A bad fast idle thermo valve or IACV would cause that. If it only does it when its cold I would focus on the fast idle thermo valve.
