The black one must connect to ground. And the red one needs to be connected to a 12vdc source, like a switch, taped to your low beams running lights. Also check your city laws they might not be authorized. hence the switch for the state of VA

I think I must have similar headlights. I've got a red lead that plugs right into the bulb and a black lead that connects to the side (ground?). Then there are two wires coming from the side of the projector lamp (red and black) that are just coiled up and not connected to anything. If I connect these two wires to power and ground, the outer ring of the lamp will light up? These were already installed on the car when I bought it and I've always wondered what those extra dangling wires were for.

LOL yeah hook up those two wires and the rings will work. If i was you then i wouldn't even hook them up because one side will blow out soon and then your headlights will look dumb. I loved angel eyes when they first came out and now i hate them. The angel eyes WILL BLOW OUT and you cant replace them individually.

I plugged my angel eyes directly to my corner lamps, so when I turn on the corners, they turn on too.
