That goes across the back under the car right? I've never paid much attention to them, but thought it may be cool to have. What does it do? What can I expect after installing it? Is it just for looks or does it serve a purpose?

yes it goes in the lower rear between the control arms

it helps the suspension work better by strengthening the chassis some real good cars have them stock such as the ITR and evo i'm sure the factory didn't put them on there for decoration
