Where does it say he didn't have it on his person? The only thing it says is that "It wasn’t clear late Friday whether Noble had a valid permit." That's news jargon for they didn't confirm it's validity.

If he had it with him and it was valid and he wasn't in a place where guns are illegal then he was wrongfully arrested and should be freed and the arrest removed from his record.
I'm not ok with anyone being arrested unless there was a valid reason, i'm just saying that even if everything was legit he was playing with fire because Obama was in town.

Open carry means it cannot be covered in any way...plainsight including so much as a jacket partially covering it by accident makes it concealed. It can be loaded but none in the chamber unless it is a revolver.
